The Justice in Mexico Project is a small staff responsible for coordinating research and events, administering resources, and updating this website with current information on the project activities and related issues. The Justice in Mexico Project also benefits from the support of the USD Trans-Border Institute staff as well as from USD border specialists and student interns.

Shirk David
Academic Coordinator, Justice in Mexico Project
Director, Trans-Border Institute
 Dr. Shirk became the Director of the Trans-Border Institute in 2003. He is an Assistant Professor in the Political Science Department and received his Ph.D. in Political Science at the University of California, San Diego. Dr. Shirk conducts research and publishes on topics related to Mexican politics, U.S.-Mexican relations, and law enforcement and security issues along the U.S.-Mexican border. Dr. Shirk is the Principal Investigator for TBI's Justice in Mexico Project, a bi-national research initiative focused on criminal justice and the rule of law in Mexico that is sponsored by the William and Flora Hewlett Foundation. Recent publications by Dr. Shirk include Mexico's New Politics: The PAN and Democratic Change (Colorado: Lynne Rienner, 2005); a forthcoming co-edited volume, Reforming the Administration of Justice in Mexico (forthcoming, 2006); "Slavery Without Borders: Human Trafficking in the U.S.-Mexican Context," CSIS Hemisphere Focus, January 23, 2004; and a forthcoming co-authored book, Contemporary Mexican Politics (Rowman and Littlefield Publishers, forthcoming).

Robert Donnelly
Research Associate,
Justice in Mexico Project
 Robert is the principal news researcher and synopsis writer for the Justice in Mexico Project’s website. He comes to TBI after earning a Master's degree in Latin American Studies at the University of California, San Diego, where his thesis dealt with contemporary Latino immigration in North Carolina. Robert's bachelor's degrees in journalism and history were earned at the University of Georgia at Athens, located about 60 miles east of where he grew up in suburban Atlanta. After graduating from UGA, Robert worked as a wire service, print, and freelance magazine journalist from 1997 to 2002 in Mexico City, where his mother's family resides. This very unique work experience allowed him to perfect his Spanish, cover some fascinating news, and report on the historic 2000 general election. Robert enjoys exploring San Diego during his time off.

Lorie M. López
Student Worker, Justice in Mexico Project
Lorie M. López, Student Worker- Lorie Lopez is currently a second year student at the University of San Diego. Lorie is a San Diego native and first generation daughter of an immigrant father from Nicaragua. Lorie graduated from the Academy of Our Lady of Peace High School where she received an Achievement Award from the Bank of America in the field of Foreign Language. She is the latest edition to the Trans-Border Institute Team as of June 2006; helping with the Justice in Mexico Project. She has also participated in volunteering activities in Tijuana with the volunteer group, Los Niños. Lorie plans on studying Anthropology and International Relations at USD.

 Ruth Gomez
Student Worker, Justice in Mexico Project
Ruth Gomez is currently a senior at the University of San Diego, majoring in Political Science and Spanish with a minor in Ethnic Studies. She was born and raised in Santa Ana, but her family is originally from Guadalajara, Mexico. Ruth studied in Guadalajara during the summer of 2006, and in Argentina in 2007, experiences which helped her interest in Latin American politics grow. She has participated in the Migrant Outreach Program, Tijuana Service Trips, and was a member of the Cesar Chavez Commemoration Committee for the city of San Diego. Ruth assists with the Justice in Mexico Project by collecting and summarizing news content related to justice reform in Mexico.

 Rommel Rico
Student Worker, Justice in Mexico Project
Rommel Rico is a sophomore student at the University of San Diego. A San Diego native, Rommel currently resides in the city of Tijuana, Mexico. Apart from English, he is a native speaker in Spanish and fluent in German and his interests range from Political Science to Chemistry and Computer Science. Rommel recently volunteered as a poll worker for Tijuana's controversial August 2007 gubernatorial elections. He is also working as a Laboratory Assistant in the Chemistry Department at USD. At the present time, Rommel is helping the Trans-Border Institute with crime data manipulation.

Charles Pope
Operations Coordinator, Trans-Border Institute
 Charles worked for 6 years at San Diego Dialogue, a public policy research organization housed in the Division of Extended Studies and Public Programs at the University of California, San Diego (UCSD). Charles brings to the TransBorder Institute a wealth of knowledge of the border region because of his experience at San Diego Dialogue, which is dedicated to furthering the global competitiveness of the San Diego - Baja California region through increased crossborder collaboration. At San Diego Dialogue, Charles performed a variety of functions including event management, research and analysis, and marketing and outreach. Also, in 2004 he graduated with a Masters from the Graduate School of International Relations and Pacific Studies (IRPS) at UCSD. There his regional specialization was Latin America and his career track was international environmental policy. His expertise lies in economic and sustainable development. Charles is a native of San Diego and speaks both Spanish and Portuguese.

Theresa Firestine
Research Associate
Theresa recently obtained a B.A. in Urban Studies from the University of San Diego, graduating Summa Cum Laude with a minor in Economics. She comes to TBI with experience in ArcGIS and with strong research skills that she obtained both at USD and at Cornell University, where Theresa studied for two years as an undergraduate. Theresa has worked on projects ranging from the environmental justice in the distribution of hazardous waste in Southern California to the effect of effect of price changes of federally regulated, anti-depressants on suicide behavior. Theresa will be advancing to a Ph.D. program in Economics this fall at the University of California, Santa Barbara.

El Proyecto sobre la Justicia en México está apoyado por un reducido personal encargado de coordinar proyectos de investigación y eventos, administrar los recursos y mantener actualizado el sitio de Internet con la información más reciente sobre los temas centrales del proyecto, así como sobre las actividades del mismo. El Proyecto sobre la Justicia en México recibe apoyo constante del personal administrativo del Instituto Trans-Fronterizo de la Universidad de San Diego, de especialistas en temas fronterizos de la misma Universidad, así como del apoyo de estudiantes que realizan pasantías en el TBI.

El Dr. David Shirk fue nombrado Director del Instituto Transfronterizo en julio del 2003. El Dr. Shirk recibió el doctorado en Ciencia Política por la Universidad de California, San Diego (UCSD) en el año 2000 y actualmente se desempeña como Profesor Asistente en el Departamento de Ciencia Política de la Universidad de San Diego. El Dr. Shirk es un estudioso de los asuntos relacionados con la política mexicana, las relaciones Mexico-E.U., así como asuntos de seguridad pública y seguridad internacional en la frontera México-E.U. El Dr. Shirk es director del Proyecto Sobre la Justicia en México, una iniciativa binacional enfocada en el análisis de la justicia criminal y del estado de derecho en México. El Proyecto Sobre la Justicia en México es patrocinado por la Fundación William and Flora Hewlett. Robert está a cargo de la elaboración de los resúmenes quincenales de noticias. Robert recaba y organiza la información necesaria para los resúmenes además de cumplir con la labor de redacción. Antes de integrarse al staff del Instituto Trans-Fronterizo, Robert recibió el título de maestro en Estudios Latinoamericanos por la Universidad de California, San Diego. Su tesis trata de la situación actual de la migración latina en el sureste de los Estados Unidos, en específico en el estado de Carolina del Norte. Robert cursó estudios de licenciatura en periodismo e historia en la universidad pública estatal de Georgia (UGA), su estado natal. Después de graduarse de UGA, Robert trabajó como periodista para una agencia de noticias, una revista, y un periódico en la Ciudad de México (1997-2002). Estas oportunidades de trabajo otorgaron a Robert la posibilidad de conocer amplia y detalladamente la ciudad donde radican muchos de sus familiares maternos. Esta experiencia laboral también le permitió mejorar su castellano, poder cubrir acontecimientos sumamente interesantes, y hacer reportajes sobre los comicios históricos del año 2000. Robert disfruta "explorar” San Diego en sus ratos libres.

Lorie M. López,
Asistente (estudiante), Proyecto sobre la Justicia en México
Lorie cursa el segundo año de estudios de licenciatura en antropología y relaciones internacionales en la Universidad de San Diego. Lorie nació en San Diego, estadounidense de primera generación (su padre es inmigrante de Nicaragua). Lorie terminó la preparatoria en la Academy of Our Lady of Peace (Academia de Nuestra Señora de Paz) donde recibió el premio por desempeño en el campo de lenguas extranjeras que otorga el grupo Bank of America. Lorie se unió al equipo de trabajo del Proyecto sobre la Justicia en México en junio del 2006; asumiendo responsabilidades de asistencia al Proyecto. En su tiempo libre, Lorie colabora como voluntaria con el grupo humanitario “Los Niños” que se dedica a realizar actividades de caridad en Tijuana.

Rommel Rico,
Asistente(estudiante), Proyecto sobre la Justicia en México
Rommel Rico es un estudiante de segundo año en la Universidad de San Diego. Originario de San Diego, Rommel actualmente vive en la ciudad de Tijuana, México. Aparte de Inglés, el habla perfectamente el Español y el Alemán y sus intereses abarcan las Ciencias Políticas, las Ciencias Computacionales y la Química. Rommel recientemente contribuyó voluntariamente como funcionario de casilla en las polémicas elecciones del 2007 para Gobernador de el Estado de Baja California. El tambien trabaja como asistente de Laboratorio en el Departamento de Química en la Universidad de San Diego. En la actualidad, Rommel esta ayudando a el Instituto Trans-Fronterizo con la manipulación de datos criminales.

Charles Pope,

Durante 6 años Charles trabajó para el "San Diego Dialogue", organización pública de investigación que forma parte de Extensión Universitaria y Servicios Públicos de la Universidad de California en San Diego (UCSD). Charles enriquece al Instituto Trans-Fronterizo con un vasto conocimiento sobre la frontera gracias a su experiencia en San Diego Dialogue, el cual está dedicado a que la región que componen San Diego y Baja California alcance mas competitividad global por medio de una constante colaboración entre las dos entidades. En San Diego Dialogue, Charles estaba a cargo de obligaciones diversas como administración de eventos, investigación y análisis, mercadotecnia y publicidad. En el 2004, la Facultad de Relaciones Internacionales y Estudios del Pacifico de la UCSD otorgó a Charles el título de maestría con especialidad en la región de América Latina y política ambiental . Charles es especialista en desarrollo económico sustentable. Charles nació en San Diego, California y habla español y portugués.

Socio de Investigación
Theresa recibió su
Licenciatura en Estudios Urbanos de la Universidad de San Diego; se
graduó Summa Cum Laude con especialización secundaria en Economía.
Theresa lleva mucha experiencia trabajando con el sistema de
cartografía computerizado ArcGIS y posee habilidades en cuanto a la
investigación que adquirió en USD y Cornell University donde estudió
por dos años.
Ha trabajado en varios proyectos relacionados con la justicia
ambiental en la distribución de desechos tóxicos en el Sur de
California y el efecto de cambios en precios de los productos
farmacéuticos. Theresa comenzará un programa de doctorado en economía
en el otoño del 2006 en la Universidad de California, Santa Barbara
