The Justice in Mexico Project at the Trans-Border Institute of the University of San Diego held a seminar on comparative analysis of penal justice in Mexican states. The TBI hosted a recognized group of specialists that discussed the cases of three border states: Coahuila, where an important reform was implemented in 2000; Chihuahua where an ambitious reform proposal was recently submitted to the state Congress; and Baja California, where the discussion about reforming the penal system is still in a preliminary stage
