| Description:The roundtable provided an opportunity for a select group of Mexican academics and legal professionals to discuss the merits of obligatory bar membership for Mexican attorneys. The roundtable was conducted at the Casa de California, the representative office of the University of California, San Diego, in Mexico City. The conference began with brief introductory remarks by Dr. David A. Shirk, director of the Trans-Border Institute (TBI), followed by a keynote talk by Mr. Cuauhtémoc A. Resendíz, a Mexico City lawyer and member of the major Mexican bar association, La Barra Mexicana de Abogados. Mr.Resendíz argued compellingly that lawyers wishing to practice law in Mexico should be required to possess mandatory bar membership and pass an obligatory bar exam. Currently no such limitations exist on lawyers, and this has created a glut of under-qualified attorneys, Mr.Resendíz pointed out. The current lack of licensing and regulatory oversight has hurt the profession, he said. The keynote talk was followed by an engaging question-and-answer session that focused on innovations to the Mexican legal education framework. In this discussion, participants also discussed the virtues of mandatory bar membership, professionalism among lawyers and judges in Mexico, and the introduction of oral argument in Mexican court proceedings. The roundtable was capped by Dr. Shirk's promotion of an upcoming legal ethics seminar series at the University of San Diego to begin toward the end of 2006. |
